The Enterprise City Council met in regular session on Monday, August 10, 2015 at 7:30 p.m. Those present were Mayor Steve Lear; Councilors Larry Christman, Jenni Word, Stacey Karvoski, David Elliott, Bill Coffin; Staff Michele Young, Ronnie Neil, Denine Rautenstrauch.

Councilor Miller introduced her new daughter Samantha Lu Miller to the Council.
CONSENT AGENDA
Councilor Christman asked to add under new business, parking at city hall.
Councilor Christman made and Councilor Coffin seconded the motion to approve the July 13th and 27, 2015 Minutes. Motion passed unanimously.
PUBLIC COMMENTS
Community Connections – Michele gave the council a copy of a letter received from Community Connections requesting reimbursement in the amount of $556.91. The City had an emergency shut-off at the fairgrounds. They found a water leak at the Cloverleaf Hall, their valve was broken. They had to shut the main off for about 5 minutes to get the valve shut-off at the Cloverleaf. Evidently the freezer at the Cloverleaf shut down due to lack of water and it does not reset itself when water comes back to the system. It is very old system. Community Connections has since had this fixed so it will not happen again. Community Connections claims they had an agreement with the city to be notified of any shut-downs.
Councilor Elliott has a problem with an emergency shut down being responsible for their antiquated system. Our department did everything they are supposed to do. Ronnie agrees with Councilor Elliott, he has no problem providing them the money but he was not aware of any agreement. It was just one of those things on a Friday afternoon.
Councilor Christman felt we should keep public relations, $559 is a drop in the bucket.
Councilor Karvoski felt what is to prevent the next person to come and do the same thing, she is worried that this could create a can of worms.
Mayor Lear felt he could justify very easily us providing them the reimbursement because of all of the community service programs they provide. Councilor Elliott feels it is not about the money, it is about setting a precedent.
Mayor Lear feels that every situation that comes before the council has different dynamics.
Councilor Elliott feels we should not give them money reimbursing their loss but make a donation to them.
After further discussion Councilor Miller made a motion that we donate $560 to Community Connection. Councilor Karvoski seconded the motion which passed unanimously. Michele will look at the budget to determine where to pay it from
DEPARTMENT REPORTS
Public Works - Ronnie stated they have been paving a few alleys and some streets. They have spent $35,000 in hot mix out of an $85,000 budget. Farwell Wellens will be crack sealing SW 2nd street at a cost of $6,000. They will do some more pot holes.
Warrington Construction will be mobilizing this week and starting the 17th. Ronnie stated the tank company has already requested a change order but Ronnie and Troy had turned them down. They proposed a new design to eliminate any rafters in the roof wanting to put stamped forged steel. Ronnie agrees it is a better design. They have asked for ¼ inch steel at a $7200 change order.
Councilor Christman made and Councilor Miller seconded the motion to approve the Change Order for the tank. Motion passed unanimously.
Ronnie asked that he be allowed to make decisions on small changes just like we did on the Sewer Plant. Michele stated she would look that information up and see what the amount was.
Library – Denine reported that it has been very busy at the library. They are moving forward on the Library project which is good new.
Admin – Michele updated the council on water and sewer bill changes. The water increase went into effect this month and they audited all of the utility accounts for changes in sewer EDU's.
Fire – Michele stated we have a truck out on the fires, they have been very busy with that.
COMMITTEE REPORTS
Police – Councilor Word stated they will be sending Officer Kohlhepp a letter outlining his job duties during the interim. They will make sure he is compensated for that.
Michele reported that 1 person withdrew from the Chief applications.
NEW BUSINESS
Councilor Christman stated that if you come to City Hall you may have to park at the courthouse to pay your water bill.. An elderly man came in regarding his account while Councilor Christman was at the office. he commented that we need to do something about the parking, he had to park at the Courthouse just to drop off his payment. On Mondays and Tuesday you cannot find a place to park.
Councilor Christman made a motion to have a sign placed in front of city hall stating Parking for City Business only, Mon-Fri 9-4. Councilor Coffin seconded the motion which passed unanimously. Ronnie will get the sign ordered.
Being no further business the meeting was adjourn.
