October 9, 2017

The Enterprise City Council held a Work session from 7:00 p.m. until 7:30 p.m. for the purposes of questions and answers between staff and council members.

Mayor Karvoski opened the public meeting for the Enterprise City Council meeting at 7:30pm. Those present were Mayor Stacey Karvoski; Councilors Jenni Word, Ashley Sullivan, Dave Elliott, Larry Christman, Micah Agnew; Staff Joel Fish, Michele Young, Lacey McQuead, Denine Rautenstrauch, Ronnie Neil; Guests Tamara DaSilva, Wendy Stewart, Kathleen Ellen with Wallowa County Chieftain, Gwendolyn Trice and Adrian Harguess.  

Those absent, Fire Chief Paul Karvoski and Councilor Chris Pritchard.

 CONSENT AGENDA

Councilor Elliot made and Councilor Christman seconded a motion to approve the September 11th, 2017 minutes and the September Payables. Motion passed unanimously.

CITIZEN COMMENTS

None.

DEPARTMENT ACTIONS & UPDATES

Administrative Department: Michele Young explained that we are currently in the process of the audit and while it is taking some time to gather necessary documents, she is hoping to have it wrapped up by the end of next week. Michele stated that this winter the office is going to begin going down to the storage facility, the Ford Building, and start sifting through boxes. The plan is to rent a photo copy machine and put at the Ford Building so we can copy then destroy the burnt documents. Mayor Karvoski asked if the company out of La Grande that came in and assisted in moving everything had completed their tasks. Michele responded stating that it was somewhat disappointing. It was difficult to observe what was going on as she was unable to get around during that time and Lacey and Gina had so much extra added on, but they did what they could. Unfortunately, the company came in and did the job they wanted to do and that was it. No questions or comments for the Administrative Department.

Public Works Department: Ronnie explained that Hillocks completed getting the generator installed just below Eagle View Inn, we started it up last week and we are now back online. The old one is down at the shop and while we had some people ask about it, I think it would be best to keep it in the cities hands for now. Ronnie continued, stating that the Public Works crew has been getting the equipment and parks winterized, as well as insulating meter boxes before the freeze starts.  He stated that they have started going through the let run list and are trying to reduce the amount of customers on it. No questions or comments for the Public Works Department.

Fire Department: No Report.

Police Department: Chief Fish explained the stats for the month. We went down to 184 calls, Police handled 107 and took 27 reports. We made 55 traffic stopper this month with only 22 traffic citations.  Chief Fish stated that he recently attended the Chiefs conference down in Salam. No questions or comments for the Police Department.

Library Department: Librarian Denine Rautenstrauch stated that in addition to the report the council previously received, there were some other documents handed out from the meeting earlier tonight. She stated that she would be happy to answer any questions. No questions or comments for the Library Department.   

Michele asked if Lacey could speak about her attendance of the League or Oregon Cities Conference. Lacey explained that this was her first year attending the LOC Conference and she was grateful to have the opportunity to attend. She stated that she attended a Planning Commissioner training where they handed out a training manual that she plans to share with the Planning Commission at their next meeting in November. Lacey stated that she also attended a Small-Cities meeting held during the conference and she had an opportunity to speak with other cities regarding issues they were facing. The group discussed the lack of work force housing, handing ordinance violations and the need for more small cities meetings around Eastern Oregon.

OLD BUSINESS

The CETRA Grant awards have been determined by the committee. Mayor Karvoski explained that all applicants who presented their applications at the September Council meeting, were approved for the allowed amount of $2,000.00. Those applicants are; Maxville Heritage, the Wallowa Valley Community Ice Rink, and Greater Enterprise Main Streets Winterfest Event. Councilor Christman made a motion and Councilor Word seconded the motion to award the three applicants stated with $2,000.00 each from the CETRA Grant applications. Fishtrap’s application was denied, as there was no presentation made by Fishtrap at the September Council meeting. Motion passed unanimously.

NEW BUSINESS

Event Permit for Trunk or Treat: This event will take place on the evening of Halloween and last until 7:00PM. Michele explained that they are extending the road closure down one more block. Music will be provided during the event. Wendy Stuart stated that there are other events taking place later in the evening, including a movie being provided at the OK Theatre. Councilor Word made a motion and Councilor Sullivan seconded the motion to approve the Trunk or Treat Event Permit submitted by GEMS. Motion passed unanimously.

Special Meeting for Library District Resolution: We will be holding a special meeting after we receive the voter survey forms. This meeting is scheduled for Wednesday, October 18th, 2017 at 6:00PM. We will be holding the meeting at the Assembly of God Church located at 207 E. Main St. Enterprise.
